Many people think of public sector tenancies as more affordable, more
secure and therefore more desirable than private sector tenancies.
However, on 15 April 2019 the Government announced it would put an end to ‘no-fault’ evictions by
repealing Section 21 Housing Act 1988. This proposal has also been
incorporated in Mayor Sadiq Khan’s London Model of tenancy reforms. Whilst these proposals aim to
make private rentals more secure, the Housing and Planning Act 2016, if
fully implemented, would prevent Local Authorities in England from offering secure tenancies for
life in most circumstances, and thus make public tenancies less secure.

Compare the rights and protections currently afforded to tenants in both
the public and private sectors. Do the proposed reforms blur the distinction
between public and private sector tenancies? Critically assess whether
